Brevard County Clerk of Court

The Brevard County Clerk of the Circuit Court & Comptroller is the county office that keeps court files, recorded land documents, marriage licenses, and county financial records. The office also runs the case search portal that the public uses to look up Brevard County court cases online. Anyone can search records, request certified copies, or file a public records request through the Clerk. The work cuts across three constitutional roles, which means one office handles court clerk work, county accounting, and the land record index. The pages below lay out who runs the office, where the counters are, what records cost, and how to get them.

Meet Rachel M. Sadoff, Brevard County Clerk

Rachel M. Sadoff serves as the Brevard County Clerk of the Circuit Court & Comptroller. She is the first woman to hold the office. She was sworn in on January 5, 2021, after she ran without opposition in the 2020 election. Her path to the job started inside the same office. Sadoff joined the Clerk's staff in 1997 as a court clerk. Over the next two decades she supervised customer service, data entry, scanning, and court clerks, and she ran the Viera branch as branch manager.

Her official bio on the Clerk's Meet the Clerk page describes her as a lifelong Brevard County resident with deep ties to the local court community. The Clerk speaks for the whole office. Her name appears on case dispositions, recorded deeds, and the public bond and budget reports the office files each year.

The Clerk's bio page is captured in the official site image below.

Three Constitutional Roles of the Brevard Clerk

Florida law gives the Clerk three distinct jobs. The Brevard Clerk's administrative functions page lays them out in plain terms. First, the office is Clerk of the Circuit and County Courts. That means the office files pleadings, keeps case files, sets up hearings, collects court fines and fees, and issues writs and process. Second, the office is Clerk to the Board of County Commissioners. In that role the Clerk serves as the county accountant, county auditor, and custodian of all county funds. Third, the office is the County Recorder. The recorder indexes deeds, mortgages, liens, plats, and other documents tied to real property.

This three-role setup matters for anyone looking up records in Brevard. A user does not need to track down a separate finance office or a separate land records office. The same Clerk holds all three sets of books. The page that lays out these duties is shown below.

BECA - Brevard Electronic Court Application

BECA is the Clerk's online court-record system. It went live on January 9, 2018, and replaced the legacy eFACTS portal. The system cites Florida Supreme Court Administrative Order AOSC14-19 as the legal basis for public electronic access. There are two routes after the disclaimer screen. The first is the General Public route, which is free and open to anyone. The second is the Subscriber route, which is tied to the user's role.

Subscriber access depends on identity. Attorneys of record, parties in a case, agencies, and law enforcement can sign up to see more data than the public route shows. The Clerk uses these forms to manage subscriber accounts:

  • Registered User Agreement.
  • Agency and Gatekeeper Registered User Agreement.
  • Gatekeeper Management Request Form.
  • Agency Supplemental Request Form.

Completed forms go to BecaSupport@brevardclerk.us or by mail to P.O. Box 999, Titusville, FL 32781-0999. For the full search walkthrough, see the Brevard County court records page.

Official Records and the County Recorder Role

The recorder side of the Brevard Clerk's office keeps the county's land record index. Index data dates back to January 1, 1981. Document images, as allowed by statute, are also available from that same date forward. The public Official Records search on brevardclerk.us is free. No password is required. Restricted images are a different matter. To see restricted images in DR (domestic relations), CP (probate), GA (guardianship), and CJ (criminal juvenile) categories, a user needs an Official Records View subscription. The subscription runs $50 per calendar year under F.S. 28.2221(5)(a).

The records held by the recorder are broad. They include deeds, mortgages, liens, contracts, affidavits, plats, surveys, declarations of condominium, judgments, military discharge certificates, and declarations of domicile. Names cannot be removed from the index unless the name itself includes a street address.

How to Request a Certified Copy

A certified copy is a paper copy signed and sealed by the Clerk. Courts, banks, the Social Security Administration, and other agencies accept certified copies as proof of a record. Online screen prints from BECA are not certified. The steps below walk through the process.

  1. Pick a method. Options are online through NextRequest, by email to PublicRecordsRequests@brevardclerk.us, by phone at (321) 637-2004, by mail to P.O. Box 999, Titusville, FL 32781-0999, or in person at any of the six Clerk counters.
  2. Describe the record. Give a case number, party names, the type of document, and the file date if known. Email searches also need a date range, account names, and keywords.
  3. Pay the copy and certification fees. The base rate is $1.00 per page plus $2.00 per certified document.
  4. Wait for staff to pull and certify the file. Routine copies often go out the same day or the next. Wide requests that need a clerical or IT search may need a cost estimate before work starts.
  5. Receive the copy by mail, by counter pickup, or as a sealed digital file. Keep the receipt as proof of the certification.

The contact-us page that lists the email and the main phone number is shown below.

That page is also the channel for sealed-record questions that staff cannot answer at the counter.

Recent Brevard Clerk Initiatives

The Clerk's homepage tracks recent service changes. A March 1, 2026 bond remissions procedure change shifted the workflow for forfeiture and remission cases. Under the new rule, the bondsman or moving party must file a motion and serve the affected parties. The Clerk prepares an advisement that states the office's position on the forfeiture percentage and serves it on the State Attorney and the Brevard County Sheriff's Office. The Clerk no longer confirms transportation costs as part of that workflow.

On January 13, 2026 the Clerk began live streaming Value Adjustment Board (VAB) hearings. The VAB hears property tax assessment appeals. Live streaming opens the process to property owners and members of the public who cannot attend in person.

A new website preview went up on April 17, 2026. The Clerk also keeps an anti-scraper notice on the BECA splash page because automated data mining has caused slowdowns.

Clerk Pro Se Services and Self-Help

The Clerk's Pro Se Department helps people who file family law cases on their own. Appointments are offered at the Viera and Melbourne offices through brevardclerk.us/pro-se-services-make-an-appointment. Staff are not attorneys. Under F.S. 28.215, they cannot give legal advice. People who need advice should talk to a licensed Florida attorney.

The county also has a law library at the Moore Justice Center in Viera at (321) 617-7295. The Eighteenth Judicial Circuit self-help pages cover small claims, landlord-tenant matters, family law, and probate. For broader Brevard help, see the public records page or the site FAQ.
